The City of Ottawa has received an Official Plan Amendment application to permit the development of the reconstruction of the parkway house with 6 storeys of residential above (7 storey building) and 16 and 28 storey residential towers.
Proposal Details
The site is located at the terminus of Regina Street in the Lincoln Fields neighbourhood. The subject property is currently home to Parkway House, a 12-unit group home facility.
Surrounding the subject site, there is a portion of the Byron Linear Tramway Park as well as the Trans Canada Trail/Ottawa River multi-use pathway to the north; a low-rise, low-density neighbourhood to the west; two Richmond Park Square high-rise apartment buildings to the south; and the Pinecrest Creek multi-use pathway to the east.
The applicant submitted a rezoning application (D02-02-22-0053) in June 2022 prior to the approval of the New Official Plan by the Province in November 2022. It has now been identified that an amendment to the Official Plan is required.
In accordance with the associated rezoning application, the applicant is proposing to construct three buildings: one seven-storey building incorporating Parkway House on the ground floor with residential units above, a 16-storey residential building, and a 28-storey residential building. A private loop road is proposed to service all three buildings extending and modifying current Regina Street entering the site from the southwest. The entrance to the Parkway House facility is proposed on the west side along the extended loop road, while separate entrances to each residential building are grouped in the northeast area of the loop road.
Timelines and Approval Authority
The “On Time Decision Date”, the target date the Official Plan and Zoning By-law Amendment application will be considered by the City’s Planning and Housing Committee, is October 4, 2023.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Ottawa before approval is given, the person or public body is not entitled to appeal the decision of the Council of the City of Ottawa to the Ontario Land Tribunal. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Ottawa before approval is given, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
