Next week at Planning and Housing Committee members will be receiving an omnibus Official Plan amendment. The amendments focus on policy modifications in three categories: Correction, Clarification, and Update. We will also receive a directions report for how to amend the comprehensive zoning by-law to align with Bill 23 and the permissions for three-unit dwellings as of right in residential zones, as well as backyard parking parameters.
The agenda also includes a report regarding City specific affordable housing plans via various funds, and the report recommends a full term of council spending plan to ensure that planned, shovel-ready projects significant to the achievement of the 10-Year Housing and Homelessness Plan objectives can be started despite a capital shortfall.
Also on the agenda is the application for a zoning by-law amendment for 3430 Carling Avenue. Staff are recommending committee approve the amendment to Zoning By-law to permit two six-storey residential buildings. A total of 186 units will be created and include a mix of one-bedroom to two-bedroom plus den units. The site will also include 247 parking spaces, including 37 visitor parking spaces, and 96 bicycle parking space. The applicant worked with staff on maintaining the needed 37.5 meters of right-of-way for Carling Avenue in order to ensure future work for wider sidewalks, bicycle lanes is preserved. My office held public meetings online and has kept the Crystal Beach Lakeview Community Association informed with all new information regarding this application.
