EWC (East-West Connectors) has a noise exemption for some utility subsurface investigations. They are contractually obligated to keep all lanes on Woodroffe Avenue open and available for vehicles, transit services, Emergency services, pedestrians, cyclists during weekdays between 6:00 a.m. and 10:00 p.m.; and on weekends from 10:00 a.m. and 10:00 p.m.
As part of the subsurface utility engineering investigation, test holes in the Richmond/Woodroffe intersection must be hydro-vacced at known utility locations to allow for survey and designating. This will require lane shifts/closures impacting traffic, pedestrians, and transit, and so the work must be done at night. They are interested in extending this to include several other locations along Richmond at McEwen Ave. and New Orchard Ave. The reason for this is to minimize disruption in the Richmond corridor and accomplish all work in the area in the same sequence.
Below is their proposed work sequence and they anticipate that based on this sequence, the work will take place over 3 nights (Please note, the application is for 2 weeks to allow for possible inclement weather). The equipment and expected noise/vibrations during the works will be as follows:
- Hydro Vac Truck – noise from hydro-excavation, noise from idling
- Backfill Truck/backfilling – noise from dumping backfill material into pit, noise from idling
- Jumping jack compactor – noise from compaction of backfill material, vibrations from compaction
