Waste Management apologizes to west-end residents in the following CBC article posted on July 11, 2019:

Many residents have been impacted by garbage delays the past few weeks. The following is the response received from the Public Works Department:
The City is aware of the current pickup issues in the west-end and we are actively working with the contractor to meet our service standards.
The City is taking action to enforce the terms of the contract and any applicable penalties provisions, and is addressing the issue in accordance with the performance management measures of the Contract Administration Policy.
In the meantime, the contractor is bringing in additional trucks, mechanics, drivers, and logistics people to help meet the current demand.
The City has made arrangements to supplement waste collection efforts in this zone, where possible.
