Bill 23, More Homes Built Faster Act, 2022, was introduced at the Provincial Legislature for First
Reading on October 25th, 2022 and implements additional recommendations from the Task Force
Report. The Bill proposes extensive changes to a number of Acts and regulations including the
Development Charges Act, Planning Act, Municipal Act, and others. The Bill was passed on
November 28th, 2022 and received Royal Assent the same day. It is now in effect.
Bill 23 was originally tabled on October 25, 2022. On November 17, the Standing Committee
carried various motions adopting Bill 23. Carried motions from Standing Committee impacted the
Development Charges Act and Planning Act. Specifically, the key takeaways from Standing
Committee changes to Bill 23 that are now in the final Bill can be reviewed here.
City Planning staff are also developing a web portal on Engage Ottawa that will provide a point of information
regarding Bill 23 impacts, including City submissions to the Province. Staff will continue to review the impact of this legislation and will identify in a future memo to council changes required to programs resources and operations, including the calculations of parkland and development charges, and future impacts on infrastructure and service delivery. Further, staff will continue to submit comments on regulations and bulletins posted to the Environmental
Registry.
