Thank you to everyone who attended the virtual public meeting Wednesday April 3rd for an update on the proposed development of 30 Cleary Avenue (First Unitarian Campus) to build one 16-storey market rent building with 148 units, and one six-storey dwelling of affordable housing to be owned and operated by Ontario Aboriginal Housing Services.

Once an application is deemed “complete” and submitted the “timer” starts.
Woth the changes from Bill 109, municipalities now how timelines for application approvals. For Official Plan Amendments the City now has 120 days to complete the approval process, 90 days for Zoning Bylaw Amendments, and 60 days for Site Plan Control.
When the application is officially submitted, staff will notify the Councillor, as well as the Community Association it has been submitted. Everyone has 14 days to submit comments on the application.
The official application, including the Planning Rationale, Traffic Impact Study, Windy Study, Shadow Studies, Stormwater management, etc. are including and will be placed on DevApps.
At that time, the applicant should have a sign up on-site to also let residents in the area know of the application.
Staff will then work on their report on the application, which includes examining residents’ comments, as well as the Community Associations.
Once the staff report is ready with recommendations for Committee, notice of the meeting at Planning and Housing Committee will be issued at least 10 days before the Committee Meeting.
At that point residents and Community Associations will have 10 days to review the report, and, if they would like, submit comments to Committee, sign up to make delegation at the committee, or both.
Committee will then meet to discuss the application, hear Staff’s report, and hear delegations.
At Committee, members vote on the report and recommendations from staff (generally speaking staff would provide their recommendation to either support or reject the application and offer their Planning Rationale for why), as well as resident comments.
Once the Committee has made a decision (to support or reject the report from staff) then the report/application goes to Council for a final decision.
Since City Council may agree, amend, or overturn the recommendations of the Committee, community organizations and residents are encouraged to monitor the development application up to and including consideration of the matter by City Council.
The City Clerk advises the applicant of Council’s decision.
Anyone who requested to be notified or who made oral or written submission at the Committee will be notified of the adoption of the Amendment by City Council within 15 days of the Council passage of the by-law.
They have 20 days to submit an appeal to the Ontario Land Tribunal (OLT).
